While HTML and CSS allow some level of interactivity, Flash provides the creator ultimtaely with an infinite number of ways to allow the user to interact.

Php also allows for more interactivity than html, although a different kind from flash. While flash involves buttons and dynamic images, Php can process information that is submitted by a user, which is means for a more personal experience.
