The ability to transfer files has been a part of computer networking since the inception of the internet. Throughout the years, protocols have come and gone for various reasons, but the overall purpose has been the same: to be able to transfer information in a variety of forms quickly over an electronic network like the internet.

While fair share of file sharing protocol use my be legal in nature, a negative stigma in the press and legal realm is a result of the rampant illegal file sharing on the various networks that have come and gone.

It is no secret that money is gained and lost through file sharing, but what is to be done? What can be done? Who is responsible? Who should enforce the internet?
